I believe that you have to change the part that says " .... -t rsa
-N "" in the line below to read " .... -t rsa1 -N "" in order for version 1 to work!

/usr/local/bin/ssh-keygen -b 1024 -f /usr/local/etc/ssh_host_rsa_key -t rsa -N ""
